Elo. Everyone enters at 1500, the K-factor is 32 and the rating floor is 100. Each decided pair writes one matchup row and moves both people in a single transaction. Nothing else writes a rating.
The server picks one active person at random from the field you are voting in, then matches them against the nearest-rated person to them. Close pairs are what make a rating settle instead of drifting.
They are rounded estimates entered by hand as part of the catalogue. This site does not record which publication any figure came from, or the date it was taken — so it does not name one. Read every figure as a ballpark.

No. Voting is anonymous — there is no sign-up and no login, and no vote is tied to a person.
A per-address window: 60 votes per five minutes. Beyond it the vote is refused with a plain message rather than silently discarded. That window is the only guard, and it is a modest one.
